Business Permit & Licensing System

End-to-end business permit application, renewal and tracking with online payments, fee calculation and inter-office integration.

Client: Municipality of Pavia, Iloilo Sector: Government & public sector Implemented: 2023
Project overview

What was implemented

Business permitting touches several offices and a hard annual deadline. We delivered a system that lets a business apply, renew and track a permit online, calculates the fees due, takes payment, and routes the application to the offices whose clearance is required — so the applicant is not the one carrying paper between counters.

The challenge

Before the project

The permit process was manual, slow and error-prone. Applicants queued at multiple offices, fee computation was done by hand and varied between assessors, and neither the applicant nor the municipality could see where an application had stalled. Renewal season concentrated all of it into a few weeks.

Our solution

What ITDC delivered

We designed and implemented an automated application and renewal system integrated with the municipality's existing infrastructure. Businesses apply, renew and track online; fees are computed by the system from the declared parameters; payments are accepted online; and each application is routed to the offices that must act on it, with status visible throughout.

Key features

What the system does

Online application and renewal

New applications and annual renewals submitted without attending an office.

Automated fee calculation

Fees computed from declared business parameters against the municipality's schedule, consistently between assessors.

Online payments

Payment against the assessed amount, with the transaction recorded on the application.

Inter-office routing

Applications routed to the offices whose clearance is required, with each step recorded.

Status tracking

Applicants and staff both see the current stage and what it is waiting on.

Integration

Connected to the municipality's existing systems rather than run as an island.

Technical architecture

How it fits together

A layer-level view. We do not publish hostnames, addresses, credentials, firewall rules or topology detail for systems in production.

Implementation

How it was rolled out

01

Process mapping

We worked through the municipality's actual permit workflow — forms, clearances, fee schedule — before designing the system.

02

Build and integration

Implementation and connection to the municipality's existing infrastructure.

03

Pilot renewal cycle

Run first with a subset of businesses so assessment and payment were proven before peak season.

04

Full rollout and support

Opened to all applicants, with support through the renewal period.

Outcomes

What came of it

Each outcome carries the label that describes what kind of claim it is. We never present a target as a measured result — see our claims policy.

Measured Result
End-to-end online process

Apply, renew and track without attending an office for the routine path.

Measured Result
Consistent fee assessment

Fees computed by the system from the published schedule rather than by hand.

Measured Result
Integrated with other LGU offices

Clearances routed between offices inside the system instead of by the applicant.
